According to the in-game calendar, Free T-shirt Day is due to pop up on August 16th.

Here's hoping that the 'free t-shirts' that show up during this day might be some of the old shirts that were removed from the game way back when!

This information is available elsewhere but for those coming here to figure out what this micro-holiday is on the calendar for August 16th, 2019, I figured I'd add a nice clear post here. It appears this will be a day where free t-shirts will be randomly shot out around Orgrimmar and Stormwind by t-shirt cannon toting NPCs, Orgrimmar Entertainer and Stormwind Entertainer.

It appears the following shirts will be randomly shot out for free acquisition of the appearance:

I am, of course, presuming this information is correct but I cannot be certain. My presumption is based off the fact that each of these is a different item number from the original and these versions can't be sold to vendors.

So far there doesn't appear to be free versions of the Orange Martial's Shirt, Stylish Blue Shirt, nor the Stylish Green Shirt.

There also appears to be a title will attached to this micro-holiday, <NAME> the T-Shirt Enthusiast attached to using the item Free T-Shirt. This title was temporary on the PTR according to outside sources.

Edit: Thanks to Kezo, jodmos, and JackRaiden who pointed out the missing 金色金丝紧身衣 within the list. It's been in the code the whole time but apparently my old eyes missed that I had the tag transposed on that one line. (i.e. I used il instead of li) Thanks again for helping fill in this information with replies; it's updated and the list should now be complete as intended.

Where to get the "regular" shirts?

A Star showed up on the map in Stormwind (Dwarven District) and a NPC called "Stormwind Entertainer" started to give the Free T-Shirts.

How to get the shirts?

Simply follow the "Stormwind Entertainer" and wait until he stops, he'll face a direction, shoot his gun and in this very direction, you'll find a lootable "shirt" on the ground nearby. You have to be kinda quick to get it but it's easily manageable as long as there's not much people around/on top of it. Don't worry, everyone can loot it.

EDIT : If you can't loot those, just relog. It fixed it for me two times

All the mobs that sell shirts show on your minimap as Rare stars.

There are Entertainers in Stormwind and Orgrimmar, they walk around, shooting shirts to the ground where those can be looted for several seconds before despawning. The item always looks the same, but you can get different shirts from there, like the ones sold in Dalaran (including the one that costs 1k gold).

Sometimes you can also loot 免费T恤 which, on use, hides your chest and tabard and gives you the title. The item expires after a day, the buff which provides the title and shows off your shirt expires after 5 days.

The shirt vendors are marked with a "rare" star on the minimap.

There's one other NPC that has the same title as the shirt-sellers, but all of the event shirts are sold by the lot above, so Ti'shurt has unknown function.

Am I doing anything wrong? I've tried going to these places and have seen neither hide nor hair of these NPCs.

If you're only interested in collecting the transmogs, but you're having trouble looting the free shirts in Org/SW because there's a massive crowd of people standing over the NPC, make a lvl 1 alt on a low pop RP server and you can collect them all in about 5 minutes. I play on Moonguard and after 20 frustrating minutes of missing every single loot someone in trade chat mentioned they did this so I gave it a try. Worked like a charm. :)

A trick I figured out is if you dont add the item to your bags, but opened the loot menu, IE full inventory, the items go to your mailbox

Do we have any idea exactly how many different shirts the Vendor shoots out? Has anyone found the BfA vendor?

If you find yourself with a lot of shirts and running out of bag space, you can run the following command to DELETE ALL SHIRTS on your bags:

Needless to say, proceed with caution and if you want to keep any item, such as 浴血拳手的外套, for instance, move them to bank or equip it.

To get to light's hope chapel I got on my paladin, went to his class order hall and walked up the stairs, took me right there. For winterspring used dreamwalk portal from druid and winterspring is east of there. Being an engineer I was able to get to stormheim and Talador instantly. (Draenor wormhole click the orangish forest option to get there) Then used Northrend wormhole to go to Howling Fjord and flew north for grizzly hills. Hope this helped

It's not even midnight and the event ended. Yes it is still the 16th.

Edit: I got 4 of them, then when it turned 11PM the event shutdown. A whole hour too early.

a useful macro to quickly delete a single item that is left-click selected with your mouse. This can be particularly useful for deleting shirts from your bags during this event, which can easily consume a lot of bag space (after you've learned any new appearances, of course).
/run DeleteCursorItem()
To use, open bags, then select (left-click) an item, then press the keybind for this macro. Select item, trigger macro, repeat as needed.

Naturally, use great caution whenever deleting items.

The event is going on now on my calender but the NPCs are no where to be found, is it on a timer or what ? I've tried different warmodes and cross server parties but the NPCs are simply not there at the specific location

So I'm assuming they didn't add any new t-shirts from last year? Would have very cool if the guys shooting out t-shirts had an extremely minimal chance of dropping the one they took out of scolo (I have that one) or precious' shirt (i don't STILL). And maybe an even lower chance of dropping the epic shirt from the cards. I mean to throw a lil oomph in the day.

Teach me to pay better attention. It didn't register in my head that this was literally a 24 hour event. I got all but one of the shirts the guy in stormwind was shooting everywhere (missed the cerulean doublet) but I missed all the vendor shirts because I thought I could grab them this morning before reset. Bah.

Hopefully they will be back next year.

The fancier, hard to find shirts are all BOP. Also, they are all marked Unique, so you cannot fill your bags by mistakenly buying more than one of these rare shirts. I have listed coordinates based on where I was standing while making my purchases.

Hopefully the following info helps you decide if they are worth your time.

Most easily reached by Paladin with class order hall / Legion, go up the stairs from the "front" end of your class sanctum.
Death Knights who fight the Legion can use their deathgate to Acherus then fly down.
Otherwise at least Twilight Highlands from the capitol city Earthshrines is at least halfway there.
It is a nearly-non sleeved shirt with the Argent Dawn logo on it.

There is no question that an Engineering Transporter to Everlook has the advantage here.
Druids can teleport to Moonglade (or Dreamwalk then cross into it) and will have to fly over the mountain to the next map shard.
Mount Hyjal, reachable from the Earthshrines at a capitol city, is only one map shard away.
It is an ivory baseball shirt with 3/4 arm length green sleeves.

Vendor at the road south of the Grizzlemaw gigantic shattered world-tree, north of the white mountains is a short brown firbolg wearing grey armbands and a bone necklace with a skull pendant. He is nervously pacing near his short rocks.

RP: He's afraid he'll rip the shirt unless he gives it to you.

Most easily reached by any portal method++ that leads to CRYSTALSONG FOREST Dalaran (*Druids can use Dreamwalk and go to the correct map zone directly) but then flying over.
++not the purple stone, wrong expansion for that.
If you haven't already been there, this is fairly near the center of the map.
The shirt is a deep v-neck yellow orange shirt with some minor extra details and no sleeves.

Vendor near a wagon is a black and white pandaren woman wearing a light green vest and tan 3/4 leather pants laced up the side. She has dark hair with bangs.

Most easily reached by portal to PANDARIA (Mages go to the faction shrine in the Vale of Eternal Blossoms; city portal rooms go to Jade Forest) but then flying a bit south and over to the Valley.
If you haven't already been there, this is fairly near the south within its map, southeast of Halfhill where the cooking quest series go.
The shirt is a light green vest with lacing, no sleeves, a deep V cut, and brown belt line.

Vendor at Khadgar's Tower is a human female walking in circles around their very tiny fishing pond.

RP: She says she's not with the Kirin Tor per se but they let her stay here.

Most easily reached by KeyStoneMasters with a portal to Auchindoun ? or is that not the WOD edition of it.
Otherwise go for a City or Mage Portal to Ashran Island then fly over there. Or if you've built it to rank 2 or 3 a Garrison Portal will work too.
Beware if you have a passenger who hasn't been to WOD before, to take the path across the giant mushrooms in the ocean over to Tanaan Jungle. ALSO, to not fly over any of the buildings you have zoned in by questing. Otherwise your passenger may get a parachute or even phase out. Don't forget to snag the Zangarra flightpoint at the other end of a tiny portal.
If you haven't already been there it's very far east and quite a bit north on this map zone.
It is a nearly-non sleeved shirt with the Kirin Tor logo on it in white against vibrant purple.

Vendor at the rock steles overlooking the crag below is a tall man with a sleeveless blue shirt and brown long-shorts with nice arm tattoos.

Stormheim directly is most easily reached by a Mage or Warrior who has a transport to get there via their Legion Class Hall.
The purple hearthstone if that works for you. It's now a Toy as of less than 3 weeks ago. If it is in your bags and disappears check your toy box. If it claims it You can't do that here, there's a Known Bug the devs haven't sorted out, and if you force your character to flag as having finished the Legion intro quests, then it'll work; check your warboard for it.
Via any portal method* that leads to Broken Isles (Dalaran for mage portals, Azsuna for city portals) and then flying over to Stormheim.
If you haven't already been there, Valdisdall is fairly near the center of the map.
The shirt is a matte greyish-blue with a scoop neck and a very small bit of white button or lacing. It has no sleeves and a flat shoulder.
