So far, I've had this NPC give out:
防腐外衣
蓝色军用衬衫
普通的灰衬衣
黑色金丝紧身衣
刺绣衬衫
金色金丝紧身衣
紫色军用衬衫
红色金丝衬衫
漂亮的黑衬衣
黄色军用衬衫
绿色军用衬衫

And the title item: 免费T恤 which gives you the title https://www.wowhead.com/title=649

One extremely inconvenient thing to consider, when running after them picking up shirts: They cannot be vendored, meaning you have to delete them from your inventory. and they pile up rather quickly!

Also, people in the capital are really nice and send you all those, that you looked at but did not pick up. So don't do it like me and find your inbox filled up with 20 additional shirts that you have to crawl through...

The vendor that walks around shooting t-shirts walks between the coordinates 69, 34; and 58, 53. It shows up as a star on your map (the same as a rare star). For those without coordinates, he walks from the front of the Brawl'gar Arena to the tree in The Drag. As far as I know he does not despawn, and does drop shirts even if you have picked it up before. Hope that helps :)

For those whose bags are now overflowing with unwanted shirts, use this macro to get rid of them.
/run DeleteCursorItem()
Bind the macro, then pick up any item you want gone and press the keybind

I assume no responsibility for any titan-forged pieces that are accidentally deleted
