I'm from EU and I tried to go to 42,73 in Stranglethorn Vale like a124 mentionned but there was no NPC.

There's an NPC for each continent except the new ones. Pretty sure this will be Zandalar's NPC for when the event pops up next year when we should have a new expansion pack and Zandalar is a "past content continent" already.

I don’t understand why the comment above is behind dislike. Stands in Pirate Bay, to the building, on the second floor, cord /way 42 73. The character is a vulper, sells all T-shirts of 500g each.

She's in Booty Bay in a building above and in front of Fin Fizracket the sick goblin under the half boat. Just go up one floor and into the room with a bed and picnic table.

Dibblefur is not in Booty Bay on Free T-Shirt day. She is busy doing what you should be doing and collecting free shirts from all around the world(s). Of course, you do not have to go collect the shirts yourself for free, she will gladly scalp you for the shirts when she gets back the day after with all the shirts she picked up for free. Your choice.

This npc is a 'catch-up' npc in case you missed the free T-shirt day micro-holiday for some reason. She allows you to buy the 7 exclusive shirts unique to this event (correct me if I am wrong) the day after the event. However, unlike the shirts that are free to purchase during the event, you will need to pay 500g for each shirt. Therefore if you have a lot of gold to spend, and don't want to run around the world just for the shirt, you may choose to buy them the day after the event has passed.
