"Short questline." The NPCs you need to talk to are quest givers. If you haven't already done their quest lines, you cannot talk to them for this quest. You have to finish the original quests to be able to complete this quest.

What's not mentioned here is that the "short questline" is a quest CHAIN with about four thousand prerequisites.
