You need to collect 10 out of the many books listed below and return them to a NPC marked as a Librarian, such as Owen Thadd at 73,33 in the Undercity.

You can turn the tomes in as you collect them. No need to stockpile them until you have all ten.
Bonus! You get a Comprehension Charm for each one you turn in.
Alliance turns in tomes to Garion Wendell.

A quick refresher for Classic Era: Spell Haste (itemized as Casting Speed) works differently from both retail and Wrath of the Lich King (soon to be Cata).

Spell Haste only makes cast-time spells cast faster. It does not affect channeled spells or DoTs/HoTs. It also does not reduce the global cooldown, which is hard-capped at 1.5 seconds.

With that in mind, it is important to know that unlike Wrath/Retail, Icy Veins' cast speed increase will not have any effect on Arcane Missiles, Blizzard, or Evocation (however, these will be affected by IV's pushback immunity). It won't affect your DoT ticks (ex. Living Bomb). It will make Flamestrike cast faster, but it won't make its periodic damage tick faster. (Yes, this also means the inverse is true. Cast slows like Curse of Tongues do not affect channeled spells or the GCD).
