Surprized no one has mentioned this yet, but this guy offers up a free T-shirt the same which he is wearing. Ignore the sell price, vendors won't take them, and they are BoP

The event is going on now on my calender but the NPCs are no where to be found, is it on a timer or what ? I've tried different warmodes and cross server parties but the NPCs are simply not there at the specific location
