Super Squirt is live for US/OCE realms today, February 12th (13th for Oceanic realms)! Super Squirt is a rare occurrence where the

being active in the Garrison Menagerie. It is very rare for these two to coincide, usually only happening a handful of times a year.
While plenty of pet trainers are viable to level pets with, Super Squirt is especially important to pet battlers for a few reasons:

The Squirt battle can be repeated as many times as you'd like.
Squirt can be completed in a very short amount of time, on average 2-3 minutes.
